Here's how I do it :
1. Find a background image stock to use. 2. Find a picture to put on your background. 3. Open the background picture, click "Open As Layers" and select your picture to put on the background. 4. It should appear. 5. I then take the eraser, erase the background and work from there.

once you have it erased, how do you move it to where you want it to be?

can't you just move it with the move tool?
