Hey all! Okay, so this is my first tutorial being posted (actually, this is my very first tutorial in general) So, here it is. There are two pages; One for making the water, and one for adding an image to look reflected. If that makes sense.
I made this in photoshop CS2. (But I've tried it in CS3 and it works fine!)
Also, this tutorial is a bit out of date, but it still works really well.
