For fog I usually would recommend brushes (do a search on dA, many results) instead of a cloud render or painting it in. Remember that fog looks more and more denser the farther you look, so it should sparse out as we get to the foreground. To create a more moody foggy landscape, try desaturating the background a bit. Good job on the manip overall, it's not half bad (:

I use cloud paint brushes for fog and splashes. The clone brush + cloud brush =wonders as I found out in my newest manip =] I fiddle around with stuff so much that I find out this random stuff, lol.
