On the horse: I'd say it's been over-smudged. You can see how its distorted the paint markings. When you smudge, it should accentuate the natural flow of the horse's coat while eliminating any grittyness to the image.
On the background: the land below is made of a texture, right? I think it would've been better with an actual background image. It makes you strain to make out what it is. The cutting could've been better on the rock and grass- you can see you've erased into it with a soft-edged eraser, and the grass has been cut quite noticeably. A good trick to use is to flip the image vertically, and use the grass brush as an eraser and cut into the grass in the background.
The pros: I like the sky, the horse is colorized properly(even if the ground beneath him needs more orange), the forelock is nicely smudged and the eye is purdy.

I really like the horse's face against the sky. The eye is really fantastic, and I like the colourizing in that area especially. The way that the background gets dark so dramatically on the left side of the picture is a bit distracting, though, and takes the focus away from the horse. Great job, I really like it (:
